The Public Service Commission of Wisconsin (PSC) is responsible for overseeing Wisconsin's four utility industries: electric, natural gas, telecommunications, and water and sewer and is recognized as one of the leading state regulatory agencies in the nation. Please visit the PSC website for detailed information about our agency: http://psc.wi.gov.Job Duties:   The Consumer Specialist 2 position is responsible for the investigation and resolution of complaints from customers of all types of utilities, i.e., electric, telephone, gas, water and sewer utilities. These complaints are received either over the telephone, by U.S. mail, e-mail, PSC web site, or in person. This position will investigate, resolve and respond to consumer complaints from utility customers. The issues to be resolved include disputes regarding, but not limited to, disconnect, deferred payment arrangements, billing arrangements, charges incurred from resellers of telecommunication services and alternative operator services, cutbacks to customer services such as meter reading and payment locations, etc.

  Hours of work may vary within the time period of 7:30 a.m. to 6:00 p.m., Monday through Friday.

Job Knowledge, Skills and Abilities:

  The range of knowledge will include the following: Considerable ability to interpret complex statutes, administrative code, utility tariffs, and Commission rules, policies and procedures related to consumer service programs, working knowledge of utility consumer programs, including knowledge of the changes being made to these programs as the utility environment moves toward increased competition and less regulation, and working knowledge of low-income energy assistance programs, including any changes being made to these programs currently through either federal or state legislation. In addition, working knowledge of local private non-profit organizations responsible for administering energy assistance programs is desired. The position requires considerable oral and written communication skills, and requires extensive skills in listening to ensure an appropriate understanding of consumer concerns and utility positions. This position requires knowledge of investigative and analytical techniques and considerable ability to use computers for the purpose of recording and analyzing data, developing text, and communicating electronically with both utilities and their customers.
